Miley Cyrus and Ian Somerhalder won the coveted Choice Hotties award, but unfortunately 'Smiley' couldn't be there to accept her board. Instead, Ian took to the mic for the requisite thanks on behalf of both of them, just before one of the crowd screamed at him to take his shirt off. He didn't oblige, replying 'they won't let me.' Hey, this isn't Kid's Choice, just take the darn thing off already!
